What is the SafeCity Connect Camera Program?

SafeCity Connect is a collaborative public safety program that brings together the Social District BID, property owners, businesses, and public-sector partners to help strengthen safety throughout the neighborhood.

The program uses networked camera technology to connect participating security cameras that capture activity in public rights-of-way. By bringing these camera feeds together on one centralized platform, SafeCity Connect can provide a more complete picture of incidents occurring across the district and make relevant footage easier to access when needed.

The program includes three primary components:

  • Program Development: SafeCity Connect establishes the framework for the camera network, including program goals, operating procedures, implementation milestones, and measures of success.
  • Camera Network Deployment: Cameras are strategically connected or installed throughout the district to improve visibility into public spaces and provide useful footage when incidents occur.
  • Ongoing Management + Support: The program includes continued technical and operational support, including system monitoring, maintenance coordination, and technology lifecycle management to help keep the network operating effectively over time.

Why are security cameras being used in public spaces?

A safe and welcoming neighborhood is essential to a thriving Social District. Security cameras are one of several tools that can support public safety by documenting incidents, helping deter certain criminal activity, and providing useful information when an incident needs to be investigated.

The camera network is designed to focus on public rights-of-way and areas where additional visibility can help address recurring safety concerns. Camera locations may be informed by factors such as crime and incident data, stakeholder feedback, requests from property owners, and input from public safety partners.

By improving visibility across the neighborhood, the program can help support an environment where residents, employees, visitors, and local businesses feel more comfortable navigating and enjoying the Social District.

Do security cameras help improve public safety?

Security cameras can be a useful part of a broader public safety strategy. While cameras cannot prevent every incident, they can provide several important benefits.

  • Deterrence: Visible cameras may discourage some unlawful activity by making people aware that activity in the area could be recorded.
  • Incident Documentation: Recorded footage can provide a clearer picture of what occurred during an incident and help establish a timeline of events.
  • Support for Investigations: When appropriate, relevant footage may assist law enforcement and other authorized parties in investigating incidents and identifying individuals involved.
  • Evidence: Recorded footage may provide useful evidence for investigations or legal proceedings when applicable.
  • Greater Visibility: A connected camera network provides broader visibility across public spaces than individual, disconnected camera systems.
  • Community Awareness: Making the public aware of the camera network can reinforce the Social District's broader commitment to maintaining safe and welcoming public spaces.

Cameras are only one part of the Social District's approach to public safety. The program is most effective when paired with other strategies, including lighting, environmental design, community partnerships, on-the-ground safety resources, and ongoing engagement with neighborhood stakeholders.

Who can view the footage? Are the cameras monitored in real time?

SafeCity Connect cameras are not actively monitored in real time, and the program is not intended to identify or stop incidents as they are occurring.

Instead, recorded footage can be accessed after an incident when there is an appropriate need to review what occurred. Access to footage is governed by established policies and applicable legal and privacy requirements.

Currently, footage may be stored for up to 30 days. The Social District BID manages access to the system and recorded data in accordance with applicable laws and program policies.

Protecting privacy is an important part of the program. Additional information about how footage is stored, accessed, and released can be found in our Usage Policy.

I'm interested in participating. Can a SafeCity Connect camera be installed at my property or business?

Property owners and authorized property representatives interested in participating in SafeCity Connect are encouraged to contact the Social District BID.

Because the number of cameras and installations may be limited, locations will be evaluated based on factors such as neighborhood safety needs, available data, camera coverage, existing infrastructure, and overall program capacity.

To learn more about participating, contact safecityconnect@lasocialdistrict.com.

What is required of participating property or business owners?

Participating properties may be asked to provide several resources necessary to operate and maintain the camera system, including:

  • A monthly subscription fee
  • Access to standard 120V power
  • A reliable internet connection with sufficient upload speed
  • Routine camera maintenance and cleaning
  • A signed license or participation agreement with the Social District BID

If your property already has security cameras, we may also be able to integrate compatible cameras into the SafeCity Connect network rather than install new equipment.

Can my existing security cameras be connected to SafeCity Connect?

Potentially. SafeCity Connect is compatible with a variety of camera systems, but integration depends on factors including the camera's technology, performance, connectivity, placement, and view of the public realm.

The Social District team can help determine whether an existing camera system meets the program's requirements.

For more information about camera compatibility and participation, contact safecityconnect@lasocialdistrict.com.

Why invest in cameras instead of other public safety strategies?

There is no single solution to every public safety challenge, and SafeCity Connect is not intended to replace other safety initiatives.

The camera network is one component of the Social District's broader approach to creating safer, more welcoming public spaces. It provides an additional resource for documenting incidents, supporting investigations, identifying patterns, and improving visibility throughout the neighborhood.

The Social District continues to pursue a range of public safety strategies and partnerships based on the evolving needs of our community.

How can I request camera footage?

Individuals who need footage related to an incident within the Social District can submit a request through the SafeCity Connect footage request process.

Requests are reviewed in accordance with the program's privacy, access, and usage policies.
